Sorted in alphabetical order. I'm not very good at wiriting descriptions but I hope they'll make you curious enough to check the amazing work of these small-web citizens. (For further discoveries, go visit the websites I follow on my Neocities profile. These ones are just those I check the most!)

BUTTON SHORT DESCRIPTION
14.4mL. Super cool website by an artist and musician/composer where she mainly shares her artwork. I really like the nostalgic (and very, very blue :P) vibe.
22yk01 22yk01. Beautiful personal website with an original design inspired by electronic circuits. I love her diary entries and her liminalesque artwork.
Angels are mathematical. One of the most interesting people out there. She has super cool hobbies (rock climbing, urbex, lolita...) that she writes about. I love discovering her crazy projects and her uni experience as a math student.
Callus. I absolutely love this website. Everything there is original and shows the creative talent of the webmaster/mistress. Their artworks are as good as their artistic taste (which is great).
clearglass. Minimalistic and cute layout, cool content. In this website you can find interesting music, perfume and lolita collections and a nice microblog.
Earedworm. This website is one of the most beautiful ones I've ever seen. The layout and design are perfect.
iwillneverbehappy. Her blog entries and other writings are incredibly well-written and are a true joy to read.
jeith Jeith. Chillest website ever. It has both a playful and relaxing atmosphere. I love reading her blog entries (and listening to her music :P).
Lunospace. Gorgeous website with a Windows 98-like layout. Cool journal entries and overall very aesthetically pleasing.
Pameluft. Cute website from an artist who uses it to log her media (cinema, photography, etc.). Her Neopets' shrine is beautiful, I can't wait to see more from her.
rice.place. Amazing web design and creative webmistress. I haven't much to say about the content - it is just a cool personal website.
SYDNIA. Such a shame that this website isn't regularly updated. Beautiful layout and extremely sensitive writings (of which we haven't enough!!).
Unicodeangel. This is the best cybercore website I've seen. The design is both nostalgic and futuristic, and her blog entries fun to read.
Waxwing. Website of an extremely talented RPG maker. Her artwork is splendid and so is her photography. I love discovering her trips through her journal entries.
